Kennedy joins the NJEDA as the authority continues managing billions in tax incentives amid ongoing scrutiny over corporate subsidy programs. The dual role combines internal operations oversight with the agency’s external communications and stakeholder relations.

“Sean brings extensive experience in both legal and business development sectors that will be invaluable as we continue our mission to drive economic growth across New Jersey,” NJEDA Chief Executive Officer Emma Corrado said in announcing the appointment.

Kennedy comes from Connell Foley, a Roseland-based law firm where he handled corporate and business development matters. His background includes work with Rowan University, suggesting experience with public-private partnerships that frequently involve NJEDA incentives.

The appointment comes as the NJEDA faces continued questions about the effectiveness of its tax incentive programs. Critics have long argued that corporate subsidies cost more than the jobs they create, while supporters say the programs help New Jersey compete with neighboring states for business relocations.

Kennedy’s external affairs portfolio will be particularly crucial as the authority manages relationships with lawmakers, business groups, and municipalities. The NJEDA regularly faces legislative oversight hearings about its incentive awards, particularly for large warehouse developments that have drawn opposition from environmental groups.

The authority has awarded billions in tax breaks over the past decade, including major packages for companies relocating to Newark, Jersey City, and other urban centers. Recent awards have included incentives for pharmaceutical companies and logistics firms choosing New Jersey sites.

Kennedy’s legal background could prove valuable as the NJEDA navigates complex deal structures and compliance requirements. Many of the authority’s largest incentive awards involve intricate legal arrangements spanning multiple years and requiring ongoing monitoring.

The chief of staff role involves coordinating between the NJEDA’s various departments, from underwriting to compliance. Kennedy will also work with the authority’s board, which includes representatives from business, labor, and government.

Corrado has led the NJEDA since 2022, overseeing the agency during a period of continued growth in warehouse development and corporate relocations. The authority’s incentive programs remain central to Governor Phil Murphy’s economic development strategy.
